Nutter received an academic scholarship to St. Josephs Preparatory High School, where he graduated in 1975. He enrolled in the University of Pennsylvania, and graduated from the Wharton School of Business in 1979.
Prior to his public service, Nutter worked as an investment manager at Pryor, Counts & Co., Inc., one of the nations leading minority-owned investment banking and brokerage firms.
First elected to Philadelphia City Council in 1991 where he served for 15 years representing Philadelphias Fourth District encompassing the communities of Wynnefield, Overbrook, Roxborough, Manayunk, East Falls, Mt. Airy, and parts of North and West Philadelphia.
Elected Mayor of the City of Philadelphia on November 6, 2007 by a record margin of 4-1.
Nutter has served as Democratic Ward Leader of the 52nd Ward since 1990.
Since 2003, Nutter has served as Chairman of the Pennsylvania Convention Center Authority Board where he leads the Centers current $700 million expansion project.
Nutter serves on the Board of City Trusts, managing the Citys charitable assets, supporting institutions such as Girard College and Wills Eye Hospital, as well as administering public school scholarship funds.

- Nutter Re-Entry Program for Ex-Offenders Nutter proposed a plan that will offer incentives to the Philadelphia business community to hire ex-offenders for jobs. Nutters Philadelphia Re-Entry Employment Program ("PREP") would create a database of public and private sector employment opportunities for ex-offenders, require those who receive city contracts to identify potential jobs and cooperate with the city to expand opportunities to hire ex-offenders, and provide tax credits for businesses that hire ex-offenders.
- The Nutter Plan for Public Education titled "Putting Children First", Nutter offers a two prong plan:
- Lead the fight for fair funding of public education in Philadelphia in order to ensure that Philadelphia has the resources it needs to educate all of our children for success in todays economy, including providing a safe classroom environment.
- Focus on proven reforms and see them through to full implementation with the resources we have now and will have in the future. This will improve the School Districts ability to provide an excellent classroom experience to our children.
- Lead the fight for fair funding of public education in Philadelphia in order to ensure that Philadelphia has the resources it needs to educate all of our children for success in todays economy, including providing a safe classroom environment.
- Nutter Plan for Zoning and Planning Reform The time has come to revise the zoning code to address current market realities, reform the development review process, and create new master plans to guide future growth in a manner that will improve neighborhood character and benefit the city as a whole. The reform process must be crafted to engage the public and engender a transformation of the current political attitude regarding the benefits of city planning.
- Nutter Plan for Better Housing Now Philadelphia has benefited from public and private housing development over the past decade, but many challenges remain. As Mayor, Michael Nutter will devote his attention and leadership to promote the production of new housing and the revitalization of existing neighborhoods.
- Nutter Plan for Emergency Management and Disaster Response Any candidate for Mayor of Philadelphia must demonstrate an understanding of the challenges of emergency management and disaster response. The Mayor is in a position to save hundreds of thousands of lives in the event of terrorist attack, natural disaster, or industrial catastrophe. - Nutter's Plan to Fight Violent Crime Nutters plan focuses on five major areas to provide "Safety Now" to our city:
- Declare a limited crime emergency in targeted enforcement zones, as authorized by the City Code.
- Saturate targeted enforcement zones with proven tactics, such as aggressively enforcing arrest warrants against fugitives, installing cameras, and using constitutional stop and frisk tactics.
- Direct crime-fighting resources against repeat offenders, fugitives, and probation/parole violators.
- Increase the size of our police force.
